Aid for Trade (AfT) has become a major item on the international trade and development discourse. This is to a large extent in response to concerns expressed by developing countries and economies in transition with regard to their capacities to implement trade agreements, especially WTO agreements, and undertake necessary adjustments to increase net development gains from emerging trade opportunities. In this World Report, major UN agencies active in development cooperation and longstanding providers of trade-related technical assistance and capacity building discuss ways to sustain the momentum towards the operationalization and implementation of the AfT initiative and the supportive role to be played by the UN system. This is consistent with UN's role in promoting development and helping to achieve poverty reduction, as committed in the Millennium Declaration and the 2005 World Summit Outcome. The Report should be of particular interest to government officials, officials of regional organizations, representatives of the private sector dealing with trade agreements and negotiations, civil society and academia. Regulation by public and private organizations can be hijacked by special interests or small groups of powerful firms, and nowhere is this easier than at the global level. In whose interest is the global economy being regulated? Under what conditions can global regulation be made to serve broader interests? This is the first book to examine systematically how and why such hijacking or "regulatory capture" happens, and how it can be averted. Walter Mattli and Ngaire Woods bring together leading experts to present an analytical framework to explain regulatory outcomes at the global level and offer a series of case studies that illustrate the challenges of a global economy in which many institutions are less transparent and are held much less accountable by the media and public officials than are domestic institutions. They explain when and how global regulation falls prey to regulatory capture, yet also shed light on the positive regulatory changes that have occurred in areas including human rights, shipping safety, and global finance. This book is a wake-up call to proponents of network governance, self-regulation, and the view that technocrats should be left to regulate with as little oversight as possible. Economic globalisation is a long-term international process in which the roles of the EU, ASEAN, Korea, Japan and China are of increasing importance. Trade dynamics and foreign investment, as well as regional policy cooperation in Europe and Asia, are discussed here along with historical developments. L'histoire économique n'est pas d'abord celle de l'Europe. La genèse de l'économie moderne est aussi orientale, comme le montre, bien avant notre Renaissance, la circulation afro-eurasienne des biens, des hommes et des techniques. Ce livre analyse les réseaux commerciaux asiatiques plurimillénaires, la technicité financière du monde musulman entre VIIIe et XIe siècle, le poids récurrent d'une Chine qui, la première, conçut à peu près toutes les techniques productives de base. Il cherche à comprendre les institutions de ces premiers échanges globaux, notamment les diasporas qui, après l'effondrement de l'empire romain, continuent d'animer les faibles échanges intra-européens sur un modèle pratiqué de longue date sur les routes de la soie. Notre eurocentrisme spontané n'en sort pas indemne: l'Europe est longtemps dépassée par l'Orient, en matière de PIB par tête, de croissance démographique, d'urbanisation, de techniques. Si l'histoire économique globale cherche à comprendre ces inégalités à travers le concept de "système-monde", elle est surtout confrontée à un paradoxe de taille: comment l'Europe, économiquement plus fruste, peut elle connaître cet essor spectaculaire à partir du XVIe siècle? C'est le défi que relève cet ouvrage en construisant pas à pas l'originalité du capitalisme européen, de fait largement fondé sur l'économie globale qui l'a précédé.

Two decades after the fall of the Berlin Wall, we are witnessing an ever quickening dissolution of the boundaries between internal and external actors and the critical factors for understanding domestic institutional change. In the transnationalization of the economies of Western and Eastern Europe, international cross-ownership networks are playing a growing, and at times dominant role in domestic economies. These economies are governed by states that are increasingly sharing larger and larger parts of their regulative powers with non-domestic actors. These regulations are contested by civil societies that are increasingly based on networks of interlinked domestic and external NGOs. This is an emerging research agenda extending earlier research on transnationalization, which focused on the supra-national level, and it goes beyond the Europeanization literature that focused on externally induced or imposed change in domestic institutions. This book brings together in one volume the study of transnationalization in three institutional fields: civil society, state and the economy and extends the research of processes of transnationalization to evolving new democracies and emerging market economies. This book should be of interest to scholars and students in the field of political science, public policy, European studies, and international relations.
